The Level One Project charged that not only do we have to make inclusive instant payment systems simple, easy, fair, and equitable, but we also need to instil trust in these ecosystems. We must ensure that people’s money is safe. The Bill & Melinda Gates Foundation, with other philanthropic partners, commissioned the Level One Project in 2014. Out of the Level One Project, the Bill & Melinda Gates Foundation commissioned the Tazama project in 2019 to meet the vision of a shared fraud service to make digital financial ecosystems safer to use. The first Tazama release was launched as an MVP in April 2022.

Our products you can stop fraud in real-time before it happens. With “real-time” we mean thousands of transactions per second as they happen and before money actually changes hands (or accounts, or devices).

Alternative and in-house systems most often detect criminal behaviour through analytics and are able to find bad actors at work within a bank or across organizations. This is extremely valuable and helps regulators and police get these criminals out of the system, but the financial damage to the person who was defrauded already happened. Their money is gone. These losses affect the most vulnerable members in our financial ecosystems the most severely, and it is specifically these people that we are tasked to protect.

Tazama Transaction Monitoring System

Tazama is an Open Source Real-Time Transaction Monitoring Software built to support any Financial Services Provider (FSP) that requires Transaction Monitoring for Fraud and Money Laundering detection. Whether that FSP is a small provider running one or 2 transactions per day or a national payment switch running thousands of transactions per second. With Tazama you can implement simple or complex rules, implement Fraud Detection controls or support Anti-Money Laundering activities.

Tazama is designed to ingest transaction data in real-time through its Transaction Monitoring Service API. Data can be received from multiple participants in a financial ecosystem, including customer-facing financial service providers such as banks, remitters or mobile money operators, and also the intermediaries involved in facilitates transfers and payments across the ecosystem, such as clearing houses or payment switches. The Tazama API is designed to be ISO20022 compliant, but non-ISO20022 systems can still communicate with the platform via a Payment Platform Adapter that will transform message traffic into an ISO20022 equivalent.

Ingested transactions are stored in the Tazama database from where it will be used to support real-time modelling of participant behaviour through a number of rule processors that will evaluate the transaction and its participants to look for suspicious behaviour. Rule results will be summarized into fraud and money-laundering scenarios, called typologies.

If the rules and typologies show evidence of suspicious behaviour, an investigation alert will be issued to an external case management system and in extreme cases, the transaction can also be blocked to prevent the transfer of funds and financial loss by the intended victim.
